​​​The information and interlibrary loan services of the Library of Parliament will continue to be available online and by telephone on all weekdays 9–15. The service hours of the Archive of Parliament, photo archive and registry office will also remain unchanged.

The use of the Library has changed dramatically during the 21st century: the use of digital services has risen while on-site visits have dropped. The Library's customer base consists increasingly of researchers, experts and other state administration. We are responding to the information needs of other citizens increasingly digitally. We produce online content, for example on legislative initiatives and data concerning Parliament, and answer citizens' questions in the Ask the Parliament service. 

The Library develops its services based on customer needs, the operating environment and technological advancements. Our aim is to serve all citizens better than ever through digital services, regardless of geographical location. 

The changes in the way that the Library is being used provide us with an opportunity to allocate resources in a new way. This enables the Library of Parliament to maintain its role as a special library that offers expert information services on parliamentary, legal and societal information. At the same time, by adjusting the opening hours, we contribute to the Parliament Office's goal of curbing the pressure of rising personnel costs.

The new opening hours take into account that users visit the Library in person particularly in the late afternoon and early evening. With these changes, we can ensure that patrons of the Library of Parliament continue to receive high-quality, personal services when visiting the Library. The Library will monitor the effects of the opening hour changes and customer feedback more intensively, maintaining the option of reassessing the changes, if necessary.
