The collection policy of the Library is to provide open access to all citizens. It serves not only the Finnish Parliament but also everyone in search of information about the Parliament, law and society.

The Library acquires publications, purchases user rights to online materials and collates information on online materials with free access. The most important tools for locating materials are Selma collection database and the library website.
